In an attempt to provide clarity on the Bureau’s statements, we have provided the following translation.

“We, The Bureau, believe that the average American is not capable of making sound investment choices.  Therefore we believe that all retirement accounts should have exposure to the U.S. treasury market.  This, of course, is the safest financial instrument one can hold.”
